Fire Safety Engineering
At Complete Fire Design (CFD), we deliver bespoke fire engineering services that help organisations across Perth and regional Western Australia achieve compliance, improve safety, and protect property, all without limiting design creativity. Whether you manage a public facility, industrial site, or private development, our highly skilled fire safety engineers ensure your property performs safely and efficiently under every scenario.
When Fire Safety Engineering Is Needed
Fire safety engineering is essential when a project’s complexity goes beyond the standard Building Code of Australia (BCA) provisions or when safety systems need to be optimised for performance and practicality. It’s the process that turns prescriptive code requirements into tailored, evidence-based solutions.
You may require fire safety engineering when:
Your building falls outside standard BCA provisions and needs a performance-based pathway to approval.
You’re constructing or upgrading hospitals, airports, educational, or industrial facilities with unique fire risks.
Insurance or accreditation audits identify non-compliances that must be resolved.
You need CFD and evacuation modelling to determine safe occupant egress times or smoke behaviour.
Expert witness or technical reporting is required for insurance or legal proceedings.
Your design team seeks freedom of architecture while maintaining compliance and safety assurance.
-
We prepare fully justified performance solutions that demonstrate compliance with the National Construction Code (NCC) and BCA. These solutions allow for innovative designs, materials, and layouts while maintaining safety and regulatory approval. Every model and assessment we produce is backed by technical data and practical understanding.
-
Our audits evaluate existing buildings or facilities against relevant codes and safety standards. We identify compliance gaps, assess risk, and provide clear upgrade pathways. Audits may be conducted as desktop fire risk assessments or comprehensive on-site inspections, supporting hospital accreditation, insurance renewals, and facility management programs.
-
Detailed documentation outlines how your building aligns with the BCA and applicable Australian Standards. Our reports assist building surveyors and design teams to secure approvals quickly and confidently.
-
We provide independent technical reports and expert testimony for legal or insurance cases involving fire safety issues. Our experience across government and industry projects ensures clear, defensible conclusions that withstand scrutiny.
-
Using computational fluid dynamics, we model fire growth, smoke spread, and occupant evacuation times to assess tenability and safety outcomes. These simulations guide design decisions and validate performance solutions for complex environments.
-
We analyse how materials and structures perform under fire conditions to ensure life safety and structural stability. This approach allows cost-efficient, compliant design without unnecessary over-engineering.
What We Deliver (Scope of Services)
Our fire safety engineering services combine advanced modelling, detailed analysis, and decades of experience to create cost effective solutions that satisfy code requirements, insurer standards, and operational goals.
-
Provide your plans or compliance documentation and outline your project objectives.
-
We assess the scope and prepare a tailored proposal for your approval.
-
Our team performs modelling, analysis, or on-site audits as required.
-
We prepare comprehensive reports, calculations, and design drawings.
-
All documentation is submitted to relevant authorities such as building surveyors, local councils, fire brigades and/or government departments for review and approval.
-
We liaise with contractors during installation to maintain design integrity and compliance.
-
Final inspections confirm that systems perform as designed, culminating in a completion certificate included in the Certificate of Construction Compliance (CCC).
Our Process
We take a structured, transparent approach to ensure every project runs smoothly from concept to certification.
What We Need to Quote
To provide an accurate and efficient proposal, please include:
A brief outline of your project objectives and desired outcomes.
Architectural plans and specifications.
Any existing compliance or surveyor reports.
Previous fire systems drawings or documentation (if available).

Case Studies
Each project reflects our ability to combine analytical precision with practical, compliant outcomes.
Perth Airport
Challenge: Complete Fire Design was tasked with creating a fire safety strategy for Perth Airport’s International Terminal that could be applied consistently across multiple extension and refurbishment projects while maintaining existing life safety standards.
Solution: A holistic fire safety strategy was developed to ensure compatibility between the new designs and the existing terminal structure, allowing different design teams and fire safety consultants to work together seamlessly.
Outcome: The strategy ensured that no degradation in life safety occurred in areas not undergoing refurbishment, while facilitating the smooth integration of multiple design teams' fire safety solutions.
CBH Kwinana
Challenge: Complete Fire Design was tasked with reviewing and upgrading the fire hydrant system at CBH’s Kwinana Grain Terminal and Wharf, addressing issues related to water supplies and working pressures while ensuring a functional and cost-effective solution for the large facility.
Solution: A performance-based hydrant system design was created, incorporating modifications such as reduced fire water tank sizes, shared pumps and tanks for both sites, and dual feed pumps for redundancy. The design also included a single main to the wharf instead of a ring main and strategic hydrant placement to reduce pipework and risers.
Outcome: The upgraded hydrant system met fire safety needs while optimising costs and efficiency. Complete Fire Design provided full tender documentation and support, ensuring the project met performance standards and delivered value for money.
